Herbert, affectionately known as Herb was born in Tampa, grew up in the Central Park Village neighborhood. He passed away on August 23rd after a brief illness at Moffitt Cancer Center. Herb was well known in the Tampa area. He was educated in the schools of Hillsborough County and graduated from Robinson High School in 1975 where he was a two-sport athlete. His love was basketball; immediately after high school he attended Florida State University on a full basketball scholarship. Later in life he earned a B.S. degree in Human Services and a Master of Science in Nonprofit Management from Springfield College.
He was preceded in death by his parents Eloise and Herbert Allen, Sr.

Nieces; Chante Burkes, Alexis Allen, Florence Harris, Winter Allen, Cristiana Austin, Jazmyn Jean (Tico), Jianna Harvey, Harper Hunt, Audrey White, Andrea Lee and Nephews; Iv Patterson, III (Laticia), Ricky Sailor, Jr. (April), Anthony White, Prince Lee (Michelle), Torian Austin, Jordan Speights, Jayce White, Roeshaun Miley, Anthony White Jr., Marlow Burkes, Jr., Caleb Burkes, Anthony Lee, Jaden, Lee, Jordan Lee, Khristian Lee, Silas White and Elias Thomas. Cousins: Ken Anthony, Joyce Miller, Denise Williams, Deborah Gainer, Irene Davis, Herman Floyd, Gloria Jean Sterrix, Virginia Anderson, Kennetha Carter, Margie Alaina Davis, Jason Tucker, Ken Anthony II, Adrian Anthony, Kenitra Anthony and his Godmother – Joann Manigo of Sarasota.
After retiring from the warehouse and trucking industry, in 2015 Herb founded CMTB (Coaches Mentoring Through Basketball, Inc.) a non-profit with the mission to inform, educate and train adolescent boys in the game of basketball and in life.
Herb loved his family, the community, his friends and mentoring boys. He had a lifelong passion and talent for the game of basketball, an avid sports fan, he was a loyal friend and truly a good man. Herb will be missed by all who loved him.
